Nebraska Preparedness Partnership (NPP) is a coalition of the state's businesses and organizations, government leaders, emergency managers, nonprofits, and communities who share a commitment to strengthen the resiliency of the state.
Created as a 501(c)(3) in 2014 by Nebraska businesses and representatives from key state agencies, NPP empowers businesses, nonprofits, individuals, and communities to integrate resources, expertise, and plans with those of government during all stages of emergency management. The government cannot and should not be the only participants in a disaster situation, as the private sector has a wealth of knowledge and assets that may be useful during an emergency.
Public-private partnerships help to establish relationships prior to incidents, when familiarity with each other's capabilities and response procedures are paramount. These partnerships enable the public and private sector to develop all-hazards based plans to pool resources and information, coordinate response and recovery efforts, and share training and exercise opportunities. NPP bridges the gaps between private industry and public entities. Businesses are given a voice in emergency operations centers with NPP's Emergency Operations Center Private-sector Liaison(s) positions.
Engaging Nebraska Businesses |
NPP was established for the purpose of engaging Nebraska businesses, critical infrastructure, key resources, and citizens. NPP helps build the readiness and resiliency of private stakeholders in Nebraska to prepare, mitigate, respond, and recover from disasters through support, training, and public partnerships. | "The successful interaction between public and private sectors is important for the whole community. Engaging these sectors during all phases of a community emergency or natural disaster is evidence that this success can be shared and achieved." Paul W. Johnson - Retired Director Douglas County Emergency Management Agency |
A Broad Spectrum of Partners |
Local businesses own and operate 85% of assets, which are critical to keeping our communities viable. The public and private sectors are collaborating to be better prepared and respond to the effects of a disaster. A broad spectrum of partners working together strengthens the resilience of all communities in Nebraska. NPP continues to build partnerships with local, regional, and national organizations to strengthen the resilience and recovery of Nebraska during and after disasters. Though NPP initially focuses on keeping response local to support the Nebraska economy, having national partners helps with incidents affecting a larger portion of the state or when local resources may be exhausted. NPP is a member of the Nebraska Voluntary Organizations Active in Disaster (NEVOAD) and serves on their executive board. Having this relationship throughout the year makes working together to resolve needs and issues that arise during disasters more seamless. |
Support from Emergency Management, Law Enforcement, and Fire |
Local fire and law enforcement, as well as local, state, and federal emergency management agencies are collaborating with NPP, Health Department personnel, public utilities, and the U.S. Department of Homeland Security, so that communities are prepared when disasters strike. |
"The safety and well-being of our citizens is what draws us together. Having established relationships before a disaster strikes will help us to provide a comprehensive, coordinated response." Colonel Bradley Rice - Nebraska State Patrol Superintendent |
Leadership |
NPP is governed by a Board of Directors consisting of members representing the private and public sectors and nonprofits. This allows for the collaboration of all organizations involved in an incident and ensures the whole community view is considered during policy and decision-making. The Program Director conducts day-to-day business and is the point of contact for NPP. |
